The Australian Productivity Commission has supported moves that would allow health workers to perform extra medical duties to ease the pressure on Australia's overstretched health workers.

A commission report has also recommended that the government give rebates for services performed by medical professionals other than doctors in some cases.

But the Australian Medical Association, representing the nation's doctors, is not likely to support such recommendations. They have long argued that such moves would lower the quality of health care, and compromise patient safety -- not to mention, threaten their own monopoly on the provision of such services.

The commission report argues that a broader role for some health workers would make the provision of health services more efficient and would lower costs. It even suggests that with additional training, technical staff such as technicians or radiographers might perform the duties of radiologists.

"The commission was informed by many participants that there is much greater scope for technicians and other health professionals to undertake and report on routine diagnostic tests in their own right, with provision to refer more complex cases to medical specialists in the usual way," the report said.

The report argrees with the widely held perception amongst the public that some of the routine tasks performed by doctors could be done by less highly paid workers, and this would ultimately reduce costs while providing better service.

According to the report, "It is widely perceived that a range of health care services now provided by medical practitioners could equally well be provided by other health professionals without diminishing quality or safety."

Much of the Australian public's reliance on doctors to provide routine services is driven by Medicare requirements. Since most services provided by health professionals other than doctors are not covered by Medicare, the majority of patients opt to use a doctor.
